Lukewarm tap water is all you need. No need to add anything.
Yes. The silicone bristles detangle without pulling, on both short and long hair. For very matted fur, go slowly, one area at a time.
It runs quietly. Start with a few short strokes with it switched off so your cat can sniff it and get used to it; most cats experience it as a massage.
Charge it with the included USB cable. To clean it, remove the hair from the bristles with your fingers and wipe it dry with a cloth.
